Roles

A role's information includes the users available to fill it.
Users

Reports
Event Builders and Administrators can make reports available to role-based users when creating or editing the reports.
Events
Event Builders and Administrators can assign roles to users when setting up an event.
This action is provided the account has roles set up in it, and users are made available to fill them.
See Role Assignments in Event Setup > Detail.
